National Grid PSM Pipeline Safety Management Specialist - DNY in Waltham, Massachusetts

_Job Purpose:_

Perform compliance and quality assurance and pipeline safety management assessments of company and contractor personnel to ensure construction and maintenance activities are performed in accordance with all applicable Federal and State code requirements, work methods, policies and procedures. Ensure field personnel are operator qualified (OQ), as well as, can demonstrate job knowledge and competencies of the work task being performed.

_Key Accountabilities:_

  • Through field observations, compliance assessments, and quality assessments, collect, sort, and examine data in order to support the safe and reliable delivery of gas service to customers.

  • Identify deficiencies and overall pipeline safety performance trends or patterns which may adversely impact the quality and safety of operations.

  • Provide recommendations and assist in implementation of corrective actions in order to improve the quality and safety of gas operations performance.

  • Provide “on-the-job-training” and mentoring of crew personnel as needed.

  • Participate on Incident Analysis teams (IA’s) to determine root cause and identify sustainable corrective actions.

  • Provide routine performance updates at Safety Briefs to help field operations personnel increase focus on areas of pipeline safety management.

  • Research and review gas procedures and regulatory requirements to determine scenarios that might impact the company.

  • Review historical records and metrics so as to identify risk or trends of non-compliance.

_Knowledge & Experience Requirements for Band F:_

Band F employees are expected to have the knowledge and experience listed below.

· Bachelor's degree, preferably in an engineering discipline (or a related technical discipline) is desired or 1 years of related work experience.

· Strong knowledge of work and safety rules, work methods, standard operating procedures and regulations is required.

· Excellent oral and written communication skills are a must, as are excellent observation and documentation abilities and a high degree of personal integrity.

· Self-motivated, confident, efficient, decisive and committed to a strong and consistent quality assurance program.

· Working knowledge of personal computer applications (Word, Excel, Access, and PowerPoint) is desired.

· Proficient in Company data information systems (CRIS, MAXIMO, STORMS, MWORK, and GIS) is desired.

· Cross-regional travel for the performance of departmental duties is required and will encompass a minimum of 25% of the Specialist’s annual duties.

_Knowledge & Experience Requirements for Band E:_

In addition to Band F requirements listed above, Band E employees are expected to have the knowledge and experience listed below:

  • Bachelor's degree, preferably in an engineering discipline (or a related technical discipline) is desired or 3 years of related work experience.

  • Expert within their field. Extensive and significant knowledge of one field of work or broad technical depth in multiple related fields sufficient to lead programs or projects.

  • Knowledge of relevant Industry practice and regulations.

  • Knowledge of developments in regulation.

  • Specialized quality-related certification in Tap Root methodologies for project analysis and incident investigation analysis is recognized.

  • Demonstrated ability to meet time date driven mandates

  • Familiar with Company Operator Qualification program

_Knowledge & Experience Requirements for Band D:_

In addition to Band E/F requirements listed above, Band D employees are expected to have the knowledge and experience listed below:

  • Bachelor's degree, preferably in an engineering discipline (or a related technical discipline) is desired or 5 years of related work experience.

  • Demonstrated leadership capability to work independently to achieve pipeline safety management goals and objectives

  • Identifies basic relationships between sources of data such as cause and effect or if-then relationships.

  • Uses direct persuasion to influence others using data, logic or a solid business case.

  • Takes personal responsibility for correcting problems promptly.

  • Reviews work for accuracy and assure that all details are complete.

_Capability Requirements of Band E:_

  • The ability to analyses data to see multiple relationships to identify several likely causes or consequences of a situation.

  • Sees patterns or trends in data or situations, notices when something is similar to a past situation.

  • Establishes the facts by asking probing questions and challenging initial responses from different sources.

  • Uses direct persuasion to influence other using basic data, logic or a solid business case.

_Capability Requirements of Band D:_

  • Far reaching network / relationships to directly influence pipeline safety management behaviours; collaborate and communicate effectively across all levels of the organization.

  • Independently lead / develop pipeline safety pre-audit field assessments in anticipation of Federal or State audits.

  • Assist Manager, Pipeline Safety Management Program with updating and developing plans to address pipeline safety risk register concerns.

  • Comfortable with pipeline safety regulatory complexity and ambiguity and can simplify regulatory requirements for others.

  • Effectively influences pipeline safety behaviours and gains buy-In of others using a range of techniques including "good science & common sense."
