CITY of SOMERVILLE Procurement Manager in Somerville, Massachusetts
Employee is responsible for ensuring that the City follows cost effective purchasing procedures and Massachusetts laws governing procurement of municipal supplies and services. This position is responsible for procurement projects related to maintenance and repair of public assets, and other related construction projects, including capital construction. Essential Functions: The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. Serves as bid manager, internal consultant and advisor to City departments that procure supplies and services related to construction. These departments include and are not limited to Public Works (incl. maintenance and repairs of buildings and grounds, highways, lights and lines), Infrastructure & Asset Management (incl. engineering, roadways, capital construction of buildings and facilities), Public Space & Urban Forestry (including parks, playgrounds, fields, public trees, streetscapes and plazas). Manages the procurement process from end to end. Prepares bid documents in tandem with project managers, consultants (design professionals, engineers), or other staff as applicable to the specific project. Understands and adheres to applicable laws, policies and procedures for procurement of construction services, designer selection and other services and supplies as required. Reviews solicitation documents (invitations for bid, requests for proposal, requests for quotes) prior to issuance, reviews responses and makes recommendations to the Chief Procurement Officer in the award of contracts. Responsible for advertising all bids in the required manner, local publications, Central Register, Goods and Services, COMMBUYS, etc. Gathers information for projects, costs and vendor contacts. Assists with market research for departments seeking contractors and vendors to provide goods and services. Provides customer service, answers questions and provides information to internal customers as well as to existing and prospective vendors and contractors. Responsible for preparing contracts once awards are determined, communicating with awarded contractors to ensure contracts are complete and fully compliant with the City?s standard general terms and conditions, including applicable certifications required by law. Responsible for maintaining all of the documentation involving said projects and correspondence to the parties involved in said projects. Serves as liaison to regulatory agencies, vendors, contractors, engineers and architects. At the Chief Procurement Officer?s direction, receives and investigates complaints and bid protests brought under the terms of M.G.L. c7C 44-58; M.G.L. c. 30 ?39M, M.G.L. ?30B, M.G.L. c. 149. Maintains records, databases, prepares reports and performs related work as required. Minimum Qualifications Education and Experience Bachelor?s degree in business administration, public administration, supply chain and operations management, finance, or closely related field and 5 years of experience with project management in engineering, public works, facilities, construction or closely related field; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job. Demonstrated knowledge of public procurement. Demonstrated knowledge or familiarity with invitation for bid and request for proposal processes. Proven track record of ability to manage multiple complex projects simultaneously. Strongly Preferred: Massachusetts Certified Public Purchasing Official (MCPPO) certification. Knowledge, Abilities and Skill Knowledge: Knowledge and experience with public purchasing; knowledge of MS Office so tware program i
