City of Somerville Deputy Director of Community & Outreach and Harm & Reduction (COHR) in Somerville, Massachusetts
Statement of Duties:
The Community Outreach and Help & Recovery Deputy Director is focused on the Metro Boston Crisis Intervention Team Training and Technical Assistance Center (MB CIT-TTAC). The Deputy Director will work in conjunction with the Director of the Community Outreach and Help & Recovery Unit (COHR) to standardize the MB CIT curriculum, develop Advanced Training topics and will facilitate and manage 50% of CIT classes. The Deputy Director sets strategic goals and assists in managing staff and day-to-day operations, identifies and advances collaborations and process improvements, identifies community partners and training resources for CIT presentation, and shares best practices with high-level decision makers and influential community groups. The Deputy Director will be expected to attend Train the Trainer programs to build our internal training capacity.
The position will be based at the Somerville Police Department but will require frequent travel in the Metro-Boston Region and North Shore Region since trainings are held regularly in Andover as well as other North Shore communities.
Essential Functions:

Manage Somerville’s Metro Boston CIT-TTAC. Identify CIT collaborators/presenters, meet mandated training benchmarks, and improve CIT training and outcomes for the Metro Boston region.
Identify and advance collaborations with local and state government agencies and service providers to inform CIT training. This may include providing guidance on developing and implementing stakeholder meetings, data collection and clinical partnerships.
Recruit police officers and other professionals to present at CIT, provide guidance and curriculum development support to ensure that presentations align with evidence-based best practices for prevention and harm reduction related to behavioral health.
Identify and develop advanced training topics for currently trained CIT officers.
Work with Coordinator of Law Enforcement Partnerships to identify academic partners regarding program evaluation, data collection and policy implementation.
Contribute to developing policy templates and case management systems for law enforcement partners.
Identify and/or provide de-escalation and mental health training to collateral partners including city departments, health care partners, Fire, EMT and Emergency Department, and Psychiatric Emergency Services to further the mission of CIT.
Coordinate with Project Assistant to schedule all aspects of trainings.
Provide clinical supervision for COHR staff as needed.
Provide clinical follow-up, aftercare and diversion as needed for police and community referrals as part of the COHR Unit which is the Somerville Police in house CIT program.
Other duties as assigned.
Recommended Minimum Qualifications:
Education and Experience: Master’s degree in Clinical Social Work, Psychology or other Licensed Mental Health certification (LICSW preferred) and four (4) years’ experience in clinical role, with a minimum of two (2) years working with partners in the criminal justice system; or any equivalent combination of education, training, and experience providing the required knowledge, abilities, and skills to perform the essential functions of the position.
Prior experience presenting and facilitating training to a diverse audiences and knowledge of curriculum development is essential.
Prior experience of meaningful collaboration with sworn officers, City agencies, emergency services, service providers, community groups, and academics is ideal.
Knowledge, Abilities and Skills
Knowledge: Must have demonstrated knowledge of clinical intervention strategies as well as community policing intervention strategies. Ability to provide leadership aimed at developing an integrated public health and public safety model. Clinical assessment, diagnostic skills and familiarity with trauma informed treatment intervention strategies.
Abilities: Ability to collaborate with and persuade decision makers through oral and written communication; ability to organize seminars and meetings to communicate training and findings to governmental and community organizations; ability to research, develop, and update effective curriculum materials; ability to handle problems and emergencies effectively; ability to communicate clearly, both orally and in writing; ability to operate a computer; ability to maintain, manage, and organize records; ability to deal appropriately with employees, officials and members of the general public.
Skills: Excellent organizational skills; excellent data processing skill in the use of personal computers and office software, including word and spreadsheet applications.
Work Environment
While performing the duties of this job, the employee will be exposed to active substance abuse and may be exposed to clients that bring traumatic personal histories and vulnerability.
Clients very regularly present with long histories of trauma and co-occurring physical and psychiatric disorders. Further, the nature of work in this field involves various uncertain, unpredictable, and potentially dangerous situations. Occasionally, the employee may encounter individuals who are actively abusing alcohol or other drugs and may be responsible for responding to emergencies as they arise.

Physical Skills
Few physical demands are required to perform the work. Work effort principally involves sitting to perform work tasks, with intermittent periods of stooping, walking, and standing. May also be some occasional lifting of objects such as office equipment and computer paper (up to 30 lbs.)
Motor Skills
Duties are largely mental rather than physical, but the job may occasionally require minimal motor skills for activities such as moving objects, operating a telephone, personal computer, and/or most other office equipment, including word processing, filing, and sorting of papers.
Visual Skills
Visual demands require constantly reading documents for general understanding and analytical purposes.

Salary: $82,806.06 annually, plus benefits
