Duties and Responsibilities (these duties are a general summary and not all inclusive):**

  • Responsible for telephone intake at assigned times and as directed to assist/answer inquiries and/or intake of appeal request from appellants, appellant representatives, attorneys, EHS staff and others.

  • Responsible to cover Board of Hearings (BoH) withdrawal telephone line (and/or web or email withdrawals) and manage requests to withdraw an appeal at assigned time and as following up with mailing of written confirmation of withdrawal.

  • Responsible for accessing MassHealth information systems (PACES, MA-21, HIX, MMIS and MyWorkSpace) to obtain eligibility history, appeal filing history and notices.

  • Perform daily data entry of appeals filed by meeting minimum daily data entry standards in BoH’s Appeals Processing System (APS).

  • Manage intake and data entry, including follow up on missing information, verification of authorization and timeliness for all nursing facility initiated transfer/discharge appeals. Ensuring all expedited hearing requests are addressed by confirmation with the appellant (either by phone or in writing) and coordination with scheduling officer upon receipt to ensure timely appeal scheduling.

  • Manage intake, data entry and disposition (dismissal and reopening appeals) for all matters that BoH cannot determine and/or locate notice, authorization and/or other missing information (“Unable” process) within BoH proscribed practices and procedures.

  • Data entry and disposition (dismissal) responsibility for all appeals filed untimely. Responsible for retrieving dismissed files and forwarding to the Director all requests to vacate a dismissal for untimeliness.

  • Close and send all dismissals for failing to attend a hearing (DNA process) including removal of an aid pending protection.

  • Assist with appeal dismissal procedures for appeals dismissed for reasons other than not timely, including data entry and dismissal notice in other areas as requested.

  • Assist/back up logging daily mail and daily fax receipt.

Special Requirements:

Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator’s license or the equivalent from another state may be required.

Applicants must have at least (A) four years of full-time, or equivalent part-time, experience in office work, of which (B) at least one year must have been in a supervisory or administrative capacity, or (C) and equivalent combination of the required experience and the substitutions below:

I. A diploma as evidence of graduation from the commercial or business course of a recognized high school or vocational/technical high school may be substituted for a maximum of one year of the required experience.**

II. A diploma as evidence of graduation from a course other than the commercial or business course of a recognized high school or vocational/technical high school or possession of a Massachusetts high school equivalency certificate may be substituted for a maximum of eight months of the required experience.**

III. A diploma for completion of a one year, full-time, or equivalent part-time, program in a recognized, non-degree granting business or secretarial school above the high school level may be substituted for a maximum or one year of the required experience.**

IV. A diploma for completion of a two-year, full-time, or equivalent part-time, program in a recognized, non-degree granting business or secretarial school above the high school level may be substituted for two years of the required experience.*

**Education toward such a degree or diploma will be prorated on the basis of the proportion of the requirements actually completed.
