Position Summary:
The Senior Vice President (SVP) of Software Development for Government Savings is tasked with establishing the vision and strategy for software delivery across the Government Savings division. This division supports multiple states and asset manager clients in managing their government savings plans, which include 529 education savings plans, state-facilitated retirement programs (SFRPs), and Achieving a Better Life Experience (ABLE) programs for individuals living with disabilities. Over 8 million savers rely on these platforms for their education, retirement, and disability-related savings goals.
Reporting to the Corporate CIO, with a dotted line to the President of Government Savings, the SVP is responsible for defining the organizational structure for software delivery, providing oversight and direction to the technology teams and business leaders on strategy, standards, and opportunities for shared services and economies of scale, and establishing an effective training and development framework for the department. The position involves overseeing proprietary systems built on Java technology platforms for managing state government savings programs. This includes ensuring the ongoing success of 529, SFRP, and ABLE systems. The SVP will collaborate with divisional and product teams to drive technology and digital innovation to create business value. Additionally, the role requires close collaboration with Government Savings business partners, internal and external, to align technology resources with organizational priorities and client needs.
The SVP will supervise a team of direct reports within the IT leadership team, overseeing an IT department of approximately 100 associates, including software engineers, architects, test automation engineers, DevOps professionals, and data engineers, all working within an agile environment.
Job Functions, Essential Duties and Responsibilities:
Set objectives and strategies for the software development department and communicate this vision to business partners and the IT organization
Collaborate with business and product leaders to develop delivery plans for the IT organization; lead the organization to execute on those business commitments
Build and develop high performing teams by motivating, offering training, resources, and educational opportunities to IT associates
Foster a culture of innovation, encouraging thought leadership and new ideas
Develop and design technologies to deliver a best-in-class digital experiences
Serve as technology leadership interface with state clients and partners, including Vanguard, TIAA, J.P. Morgan, and other leading asset manager partners
Manage the team’s budget, allocate resources efficiently, and oversee vendor relationships to ensure cost-effective, high-quality solutions
Direct and oversee software development projects, ensuring alignment with organizational objectives
Responsible for the ecosystem's performance, scalability, stability, and uptime
Partner with Product, UX, Security, other Technology partners to mature agile best practices
Monitor and evaluate advancements in technology, identifying opportunities for competitive advantage
Lead required IT due diligence processes for clients and prospects
Partner with Risk Management to perform and maintain an annual IT risk assessment
Ensure the security and proper handling of all confidential data, preventing unauthorized access, transmission, or disclosure

Supervision:
Manage a team of technology associates across multiple locations, including leadership at all levels (managers to vice president level).
Build self-confidence in leadership and maximize leadership presence in the team; inspire and motivate the team to create loyalty and commitment
Develop leaders who will consistently display respected interpersonal skills - including influencing, motivating, presenting, resolving conflict and making difficult decisions
Build high-performance teams that are aligned with the organizational goals; coach and mentor for performance and development
Experience, Skills, Knowledge Requirements:
15+ years of leadership experience in the technology sector, including senior IT roles
BSc/BA in computer science, engineering or relevant field; MSc/MA preferred
Strong knowledge of IT systems and databases, including Java and Oracle
Experience in modernizing legacy platforms, migrating to cloud-based solutions, adoption of microservices and related modular patterns
Extensive knowledge of DevOps methodologies, including continuous integration/continuous delivery (CI/CD), automation, and infrastructure as code
Hands-on experience with AI technologies such as machine learning, natural language processing, and data analytics
Strong organizational, collaboration and leadership abilities, with a track record of inspiring staff and fostering team esprit de corps
Ability to communicate and build positive partnerships across all business lines and levels of the organization
Ability to influence across teams and articulate a vision and mission in practical, relatable terms
Experience in setting strategy aligned with solid business acumen and judgment
Solid understanding of budgeting, risk management, business operations, and resource allocation
Superior analytical and problem-solving capabilities
