Job Summary:

The VP of Patient Care Services, Chief Nursing Officer leads the provision of competent, compassionate care for all nursing care units in collaboration with Nurse Managers, Department Managers, Nursing Coordinators, Nursing Supervisors, Directors, Physicians and Administrators in Nursing and Palliative Care. Areas of accountability also include oversight of programs within Patient Care Services including Medical Surgical, Emergency, Perioperative, Labor and Delivery, Clinics, Infusion Therapy, Dialysis, Nurse Education, Nutrition and Occupational Health. The VP of Patient Care Services, Chief Nursing Officer also serves as the formal liaison between NCH’s Palliative & Supportive Care (PASCON) and Cape Cod Visiting Nurses Association. This position is responsible for directing and developing the organization of assigned departments; leading the management team to attain short and long-term goals and objectives; executing strategies and plans designed to achieve objectives and collaborating with other hospital executives to meet organizational goals and objectives.

_Essential Job Duties and Responsibilities_

Leadership and Strategy

  • Creates a bold agenda for Patient Care ensuring that care is patient and family-centered, timely, efficient, equitable, effective and safe.
  • Works with the President/CEO and other executive team members in the development of strategic initiatives, assessing strategies, trends and alternatives.
  • Formulates and communicates the vision, mission and values and leads both short and long-term strategies to lead all Nursing is responsible for.
  • Implements an effective and ongoing program to monitor, evaluate, and improve the quality and appropriateness of nursing care delivered to patients of the Hospital.
  • Assists in overseeing the development and implementation of Hospital-wide programs, policies, and procedures that describe how the needs of patients or patient populations receiving care are assessed, evaluated, and met.
  • Maintains an effective dialogue with community groups, physicians, and other department managers to improve and coordinate patient services.
  • Participates in various Board of Directors, medical staff and management-level meetings/committees.
  • Reports to the Trustees or authorized committees on quality and customer service activities, as well as professional services of the Hospital, prepares and submits standard and/or special reports as may be required.
  • Serves as a hospital spokesperson, as needed, representing the hospital, in general, and the Department of Nursing and Patient Care Services, in particular.
  • Assures system for preventing and reporting abuse, incompetent care, unethical or illegal practices. Creates support mechanisms for addressing ethical issues.
  • Addresses the needs of diverse and unique populations through culturally competent interventions. Promotes a climate sensitive to, and supportive of, diversity.
  • Assures input regarding areas of responsibility into the development and implementation of information systems and patient care technology.
  • Develops, implements, and maintains nursing department-specific quality improvement and safety programs. Updates as needed.
  • Maintains positive relationships with all of MGB affiliates and unions (MNA and SEIU).

Operations

  • Nursing - Develops organizational patient care programs, policies and procedures to assess, evaluate, and meet the nursing care of patients.
  • Palliative Care - Focus on a specialized health care program dedicated to providing excellent physical, psychological, social, and spiritual care for persons with life-threatening illness and their families. Services are provided through an interdisciplinary team of professionals and volunteers and focus on alleviating physical, emotional, and spiritual systems of distress and enhancing personal growth and well-being in order to help patients and their families attain the highest quality of life possible. Services are available throughout the continuum of illness, from diagnosis through cure, or, if cure not possible, through advancing illness and death.
  • Leads PFAC (Patient & Family Advisory Council) & PediPFAC.

*Partners with VP of Compliance *

  • Plans and directs all functions under his/her control in accordance with state and federal law, including compliance with licensure requirements, TJC and TCT standards and Hospital policies and procedures.
  • Ensures assigned functions, including record keeping and reporting are following applicable local, state and federal regulations, and accepted rules of accrediting agencies; initiates corrective action as necessary.
  • Directs continuous evaluation and improvement of quality of patient care provided by Patient Care Services. Meets regularly with physicians, patient care personnel and representatives of ancillary departments to discuss and resolve patient care problems.
  • Develops nursing policies and procedures which assure that patient care follows all accepted standards of nursing practice. Monitors timely review of Hospital policy.
  • Regularly reviews Safety Incidents for action and follow up by nursing leaders and clinical leads.

Partners with VP of Finance

  • Oversees preparation of operational and capital budgets for all Nursing Care Services departments. Assures that the budgets are monitored throughout the course of the fiscal year, and that operating costs remain within the established fiscal parameters.
  • Actively participates in budget preparation and management in order to justify unfavorable variances and quantify projects in terms of financial impact. Makes recommendations regarding staff, programs, space and capital equipment needs.
  • Directs and/or conducts determination-of-need and cost-benefit studies.
  • Sets priorities and advocates with administrative peers for allocation of resources.
  • Responsible for coordinating with VP of Finance to assure that key nursing components are appropriately reflected in financial statements.
  • Directs, coordinates and oversees preparation of nursing department records, reports and analyses. Reviews and interprets records and reports to ascertain extent to which goals are being attained.
  • Integrates clinical, human resources and financial data in decision-making.

  • Develops managers and administrators and ensures that the management team functions in a manner consistent with the hospital’s values and culture.
  • Hires, supervises, counsels, and completes performance appraisals for direct reports.
  • Defines qualifications, responsibilities and functions of positions; assist subordinate and nursing department heads and administrators in establishing staffing requirements.

Partners with Human Resources

  • Responsible for ensuring that staff is aware of institutional strategic goals and objectives and how these directly affect the goals and objectives of respective areas.
  • Interprets and articulates Hospital policies and procedures appropriately. Recognizes and takes appropriate action in response to any violation of department policy and/or procedure, particularly those which might compromise safety.
  • Maintains confidentiality of patient information in accordance with Hospital policy and applicable statutes and regulations.

Education and Research

  • Ensures that employees are competent to perform their jobs and provides ongoing training and continuing education programs.
  • Develops and implements strategies to promote development of staff through preceptorships, mentorships and coaching, within an environment grounded in a climate of mutual respect.
  • Utilizes evidence-based research in performance improvement efforts.
  • Performs other duties consistent with the role ofVP of Patient Care Services, Chief Nursing Officer.

_Essential Knowledge, Skills, and Experience Required for the Position_

  • Licensed or eligible for licensure to practice as a registered nurse in Massachusetts.
  • Bachelors and master’s degree, one of which must be in Nursing.
  • Prior nursing leadership experience required.
  • Experience as a Chief Nurse in a community acute care hospital or nursing leadership experience at a larger acute care facility preferred
