_Executive Office of Housing and Livable Communities (EOHLC)__is seeking a Finance Manager - Division of Rental Assistance in the Office for Administration and Finance Division!_ _ _ _AGENCY MISSION:_ The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents. Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities. _OVERVIEW:_ The Finance Manager of Rental Assistance (RA) [hereinafter known as Finance Manager of Rental Assistance (RA) ]is a position within Executive Office of Housing and Livable Communities and Community Development’s (EOHLC’s) Division of Public Housing and Rental Assistance (DPHRA). The Finance Manager of Rental Assistance (RA) is a member of the Division’s team of senior staff and is responsible for the fiscal and administrative oversight of all programs managed by Rental Assistance which currently include: 1. Federal Voucher Programs including Section 8 Moving to Work (MTW), Housing Choice Vouchers; Mod Rehab, Emergency Housing Vouchers, 811 and Mainstream Program. 2. State Voucher Programs including Massachusetts Rental Voucher Program (MRVP) and the Alternative Housing Voucher Program (AHVP), Stable Start Voucher program (SV), Department of Mental Health Vouchers (DMH). 3. Rental Assistance administration and operations. These rental assistance programs play a significant role in meeting several key aspects of EOHLC’s mission including: providing decent affordable housing for the Commonwealth’s poorest residents; increasing income and assets for this population; and reducing and preventing homelessness. The rental assistance programs are managed by nine administering agencies and 125 local housing authorities and the Finance Manager must ensure successful collaboration with and oversight of these agencies with regard to all fiscal matters. The Finance Manager must work cooperatively with the financial staff for EOHLC's Division of Public Housing and Rental Assistance, the Office of Administration and Finance (OAF), and external entities to help advance theRental Assistance and EOHLC’s priorities. The Finance Manager must also work closely with the Director of Finance for DPHRA to inform and recommend how best to use the resources available. _DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):_ _ _ _1)__REVIEW/OVERSIGHT:_ · Reviews and stays up-to-date on regulations and guidelines issued by both state and federal agencies and analyzes and disseminates key information to contracted agencies, Local Housing Authorities (LHAs) and appropriate personnel within EOHLC. · Oversees the Section 8 financial and quality control reviews of the federal Section 8 programs · Develops fiscal language for any related Notice of Funding Availability, establishing timelines and deadlines for all required reports, forms and related documents. · Responsible for providing leadership on all fiscal matters related to EOHLC’s Moving to Work program transformation. · Reconciles all accounts on a monthly basis · Manages the Single Financial Audit process for EOHLC and Regional Administering Agencies (RAAs). · Develops financial systems to support new program requirements. _2) SUPERVISION:_ · Provides leadership and supervision to 3 fiscal staff. · Oversees the activities of the Section 8 special fee accountant consultant. _ _ _3) ACCOUNTING:_ · Oversees the fiscal compliance of all terms and conditions stated in contracts executed with contractor agencies. · Reviews and approves requests for subsidy and administrative funds submitted by LHAs and RAAs for all state and federal rental assistance programs, and other special programs as required. _ _ _4) BUDGET PROCESS:_ · Possesses In-depth knowledge of both the federal and state budget process. · Works with Rental Assistance staff to assist with the administration of voucher and other programs · Ensures availability of funds for all rental assistance in compliance with the Comptroller, Office of State Treasurer and Receiver General andU.S. Department of Housing and Urban Development(HUD) guidelines · Manages Annual Contribution Contracts with HUD in order to budget and requisition Section 8 funds · Serves as an integral part of the creation of the State Budget. _ _ _5) NON-FISCAL OVERSIGHT_: · Oversees and provides direction for allother non-fiscal quality control functions of the Section 8 program as performed by the quality control coordinator. _ _ _6) REPORT PREPARATION:_ · Manages the preparation of required financial reports and ensures its accuracy and timeliness. · Submits all Housing and Urban Development (HUD) required data and reports including, but not limited to, the monthly Voucher Management System (VMS) report and Rental Estate Assessment Center (REAC). · Submits allHousing and Urban Development (HUD) required data and reports including, but not limited to, the monthly Voucher Management System (VMS) report and Rental Estate Assessment Center (REAC). _7) LIAISON TO OTHER STATE AGENCIES AND ENTITIES_ · Provides technical assistance to various industry groups engaged in advising HUD and/or the Commonwealth in rental assistance fiscal-related policy. · Conducts business within the State's Treasury system, including the Massachusetts Management Accounting and Reporting System (MMARS), the grant management system and the State and Federal Appropriation accounting system (REAC). _ _ _8)__TECHNOLOGY_ · Works closely with IT consultants and Rental Assistance staff to develop necessary computer applications that allow the most efficient and effective fiscal management of all Rental Assistance programs. _ _ _PREFERRED QUALIFICATIONS:_ 1. Knowledge of State and Federal rental voucher programs. 2. Knowledge of accounting theory, principles, and practices. 3. Ability to prepare and analyze financial reports/statements. 4. Knowledge of the Commonwealth's financial operating systems. 5. Ability to gather information, draw conclusions and make appropriate recommendations regarding program finances. 6. Ability to analyze Audit Reports and make appropriate recommendations. 7. Ability to organize work, work independently, assign work, and to meet deadlines. 8. Ability to supervise and to motivate others. 9. Exercises sound judgment. 10. Provides clear and effective communication 11. Excellent time management, and organizational skills, and ability as well as 12. Strong computer skills, i.e., Microsoft Word, Excel, Access, PowerPoint 13. Demonstrated proficiency in using IT applications - both web-based and HUD systems. 14. Adept at learning new technology quickly. 15. Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. IV.
