Description: MassDEP seeks applicants for the position of Environmental Analyst IV (EA IV) within the Bureau of Air and Waste (BAW). The position is based in the Boston Office located at 100 Cambridge St, Boston, MA. The position will report to the “SW-HW Data Systems Management Branch Chief”, of the Information and Data Systems Implementation (IDSI) Section. This person should have strong communication skills and be able to work with others in a collaborative team environment. The workplace is a hybrid work model that combines working in the office and remotely. The Environmental Analyst IV (EAIV) will serve as both the “TURA Data Manager” and the “Public Records Request Coordinator” for the Bureau of Air and Waste (BAW). The EAIV will answer the requests per all protocols within the mandatory 10-day window, recording the events in the applications supplied, will ensure that all fees are assessed and coordinate with multiple agency departments – Revenue, Office of General Council, the agency’s Public Records Coordinator, as well as all parts of BAW. This information is found in the Department’s data systems which include the Environmental Protection Integrated Computer System (EPICS), Site Management System, e-DEP, and others. The Public Records Coordinator responsibilities will include: * Serve as primary point of contact for BAW Public Records Request (PRR) responses, * Research, develop and produce the PRR response, * Track responses in the appropriate data systems, * Interact with MassDEP Boston and Regions in pursuit of information, * Coordinate Fee collection with Revenue. The EAIV will also serve as the Toxic Use Reduction Program’s Data Manager ensuring that all state, and federal systems are adequate for the Program’s needs and that issues are addressed, fixes are tested, and enhancements are scoped and worked through to release to the production environment. Other related duties will be the oversight of the annual fees, and the certification, annual training, and fee collection from the TURA Planners. The TURA Data Manager’s responsibilities will include: * Coordination between Program, Enterprise Information Office (EIO), Information Technology staff, allied outside groups (Office of Technical Assistance (OTA), Toxic Use Reduction Institute (TURI)) and the Department’s Regional Offices, * Direct participation in end-user training, account administration, and related problem-solving, * Working with TURA Program staff to develop annual fees amounts and assist as needed in any billing activities, * Identify and record any system bugs and work with IT staff to resolve, * Work with Program staff to identify enhancements to the current software application and work those enhancements through to release to production. Preferred Qualifications: * Experience with state and/or federal environmental programs, and an understanding of the documentation process therein, * Experience using primary MassDEP information systems, Accela, SMS, CAS, e-DEP, C&E Tracker, * Familiarity with Bureau procedures and methodologies, * Ability to maintain accurate records using MS Word, Excel, and other electronic formats, * Ability to interpret, apply and explain the regulations, policies and procedures relating to fiscal operations and procurement, * Proven ability to meet deadlines and prioritize multiple responsibilities, * Ability to effectively communicate in written and verbal form, * Initiative and ability to work independently while also interacting effectively in a team environment. * Possession of a valid driver’s license. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions. Substitutions: * I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience. II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
