The Category Management unit is a forward-thinking, innovative team of procurement professionals responsible for the development and oversight of statewide contracts (SWCs) that generate $2.2 billion in annual spend. Through effective category management, stakeholder engagement, and data-driven analysis, our unit delivers SWCs that meet the evolving needs of public buyers and incorporate positive climate change and supplier diversity into the procurement process. Using your strong management, communication, analytical, vendor relationship management and strategic planning talent in this role, you will drive vendor development in our 1400 vendors on statewide contracts, as well as year-over-year growth across multiple category portfolios. Working closely with the Director of Category Management, other senior staff and the Category Management team, you will play a key role in facilitating vendor development, designing programs aimed at providing vendor support to make them most successful, and assessing and monitoring training needs for vendors under statewide contract. You will collaborate with the Category teams to ensure that the vendor pool is optimized, that vendors are knowledgeable, aware and compliant with their contract obligations of meeting the required quality of goods and services, supply goods and services at the contracted prices, whilst meeting their other contractual obligations. You will also lead and direct strategic projects and programs that are necessary to support Category Management’s long-term goals, but which fall outside of the core category management operations. This includes managing unique or high-priority initiatives, which promote innovation, growth, transformation and drive efficiency. Apply now and be part of our mission to deliver the best value and excellence in procurement services for our customers and the Commonwealth of Massachusetts. *Key Responsibilities: * Working with the Category Management teams, the director will identify development opportunities for vendors to help them ultimately enhance their capabilities and performance under state-wide contracts. This may include providing technical support, process improvement support, or advising on new methods that could help them improve efficiency or reduce their costs and improve SWC pricing. *1. Vendor Education and Training: * Identify mandatory vendor trainings * Work with OSD Training to have mandatory vendor trainings available in multiple formats for easy vendor access * Provide additional training when new vendors are introduced, and as needed * Develop strategies for successful new vendor onboarding * Collaborate with OSD’s Training unit to develop a vendor training scorecard to manage vendors’ compliance holding them accountable to their mandatory and recommended trainings 2.Vendor Rationalization and Optimization: * Work with the category teams, Performance Analytics and the Supplier Diversity Office (SDO) to right-size the vendor pool* * Assess vendors who have no sales on their SWC (or are otherwise in breach of contract) and work with them to make them successful or rationalize them off the contract* * Work with the SDO to design collaborative programs to encourage diversity of suppliers on SWC and make recommendations when contracts could benefit from being reopened to admit new vendors* *3.Compliance and Performance Measurement: * Work with Category Managers and OSD Finance to provide support to vendors ensuring their administrative fees are paid and instances of payment intercept are minimized * Work with vendors and the OSD’s Climate and Sustainability unit on their post award climate reporting, developing benchmarks and monitoring vendors’ progress over time * Set and evaluate vendors’ performance metrics to ensure that they deliver value and meet their performance goals 4. Project Management: * Lead assigned projects and drive special initiatives that require cross-departmental or cross-agency collaboration * Ensure projects align with the department’s strategic vision, drives innovation and are executed efficiently * Work closely with the Local Government Enablement team to support their initiatives in reaching Municipal customers in the Commonwealth 5.Drives Efficiency: * Being action-oriented, identify and define key special initiatives that support Category Management’s success, drive internal efficiencies, improve the operations and increase Spend Under Management 6.Key Performance Indicators (KPI) Measurement: * Set metrics for, and evaluate the success of special projects and initiatives 7.Data Analysis and Reporting: * Develop internal Category Management Service Level Standards with customers and other internal OSD and external departments * Work with teams to ensure these standards are met 8.Risk Management and Mitigation: * Identify potential risks in Category Management’s operational processes, risks related to vendors (potential disruptions, insolvency, continuity of supply), * Implement strategies to mitigate those risks Qualifications: * Experience in vendor relationship management or vendor development * Strong leadership and team management skills * Excellent analytical and strategic planning abilities * Effective oral and written communication skills * Proficiency in data analysis and research tools * The ability to manage multiple projects and tasks within defined timelines * Proficiency with Microsoft Office 365 tools, particularly Teams, Excel, Word, and PowerPoint Preferred Skills: * Knowledge of supply chain and procurement strategies * Familiarity with marketing and sales principles * Public Procurement Experience The Operational Services Division values staff diversity and contributions to an inclusive working and learning environment. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
