State of Massachusetts Assistant Commissioner for Clinical, Professional Services & Director of Licensing in Boston, Massachusetts

The Massachusetts Department of Mental Health (DMH) is seeking a strategic, dynamic, and experienced professional to join DMH as the Assistant Commissioner for Clinical, Professional Services, and Licensing. This is a critical role in ensuring that psychiatric care provided by hospitals and inpatient units licensed in the Commonwealth by DMH meet the highest quality standards for the safety of the public. The selected candidate will oversee and monitor the quality of inpatient psychiatric care, review and approve corrective action plans, and develop specialized monitoring processes. Additionally, the Assistant Commissioner will collaborate with representatives within DMH and other state agencies to develop guidelines and regulations for clinical practice in inpatient psychiatric settings through consultation with licensed facilities as needed to ensure clear communication and standards are met. This role requires a strong understanding of state statutes and regulations, federal regulations, and accrediting body standards related to inpatient psychiatric care. The ideal candidate will have a background in clinical services, experience in regulatory compliance, and strong communication and collaboration skills. The ability to develop and implement monitoring processes, as well as work independently and in conjunction with other regulatory agencies, is essential. /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ * Plan and oversee on-site surveys and inspections of licensee hospitals and units, including Intensive Residential Treatment Programs (IRTP) in the Commonwealth. * Prepare or review comprehensive clinical reports to communicate survey and inspection results to inpatient units. * Participate in team reviews of incident reports, complaints, and requests related to licensed facilities. * Prepare decision letters and orders of correction for hospitals or units in response to significant DMH investigation findings. * Review and approve corrective action plans resulting from survey/inspection reports or decision letters to maintain quality standards. * Provide consultation, training, and technical assistance to licensed facilities and staff regarding standards of nursing and psychiatric practice. * Prepare bulletins to ensure consistent standards are met. * Monitor required reporting by inpatient psychiatric units on incidents, complaints, unit conditions, admission denials, and the use of restraint and seclusion at DMH licensed facilities. * Attend meetings with hospitals and other state agencies as requested. * Perform Expedited Psychiatric Inpatient Admission (EPIA) related duties as assigned by the Deputy Commissioner. * Fulfill Mental Health Authority duties as assigned by the Deputy Commissioner. * Develop and implement specialized monitoring processes in collaboration with other regulatory agencies to ensure compliance with state statutes, regulations, federal regulations, and accrediting body standards. /_Preferred Qualifications:_/ * Master's or doctoral degree in a clinical field, such as psychology, social work, nursing, or psychiatry. * At least ten (10) years of full-time or equivalent part-time inpatient psychiatric experience as a registered nurse in a recognized hospital, clinic, or medical facility. * At least seven (7) years in a supervisory, administrative, or managerial capacity. * Full-time, or equivalent part-time experience as an inspector of health care facilities/services or preparing for health care surveys. * Extensive experience in leadership of inpatient psychiatric services and experience in risk management or performance improvement activities in an inpatient psychiatric setting. * Current and valid registration as a professional nurse under the Massachusetts Board of Registration in Nursing. * Experience in developing and implementing monitoring processes to ensure compliance with regulatory standards. * Strong communication and collaboration skills to work effectively with internal and external stakeholders. * Experience in providing consultation, training, and technical assistance to licensed facilities and staff regarding standards of nursing and psychiatric practice. * Skilled in writing and reviewing comprehensive clinical reports, decision letters, and orders of correction. * Proficiency with Microsoft Office application skills including Word, Excel, Outlook, PowerPoint, and Teams. * Given the population served, bilingual or multilingual fluency _DMH Mission Statement:_ The Department of Mental Health assures and provides access to services and supports to meet the mental health needs of individuals of all ages, enabling them to live, work and participate in their communities.
