State of Massachusetts External Segregation Unit Audit Coordinator in Boston, Massachusetts

Under the direction of Manager for Community and Correctional Forensic Programs, the External Segregation Unit Audit Coordinator will organize and manage all activities related to the on-site inspection of Department of Correction (DOC) segregated units as required by Massachusetts General Law c. 127, §39.

The incumbent is responsible for the planning, coordination, and oversight of all aspects of the External Segregation Unit and Behavioral Health Unit Audits, at the eight identified Department of Correction prisons that have Segregation Units (MCI Framingham, Shirley, Cedar Junction, Concord, Gardner, Souza-Baranowski, Norfolk and Old Colony) and the two Houses of Correction Behavioral Health Units (Hampton County, including Women’s Correctional Center, and Middlesex County); as well as responsibility for participating in the direct interviewing of inmates and prison/jail staff.

The External Segregation Unit Audit Coordinator will conduct on-site inspections of DOC segregated units as lead surveyor of a DMH inspection team, which is comprised of a consultant psychiatrist, physician, and clinical nurse specialist/nurse practitioner; the Audit Coordinator will also lead any follow-up on-site monitoring visits when requested by the Deputy Commissioner of Clinical and Professional Services. On-site inspections shall include but are not limited to:

  • Interviewing inmates in segregated units.

  • Interviewing management staff and clinicians.

  • Reviewing inmate records.

  • Reviewing policies, procedures and treatment protocols.

Duties & Responsibilities:

  • Prepare and submit a written analysis of inspections using a DMH-approved reporting format, within fourteen calendar days of the completion of each on-site inspection and any follow-up monitoring visits. All written summaries shall be submitted to the DMH Manager for Community and Correctional Forensic Programs, or designee.

  • Analyze DOC corrective action plans, recommend follow-up actions when appropriate, and conduct follow-up monitoring visits to assure compliance with each plan of correction.

  • Establish job duties for each consultant inspection team member and prepare documents necessary to complete Master Services Agreements and consultant contracts.

  • Supervise the inspection team members while conducting the on-site inspections, review and evaluate their work products and monitor payment vouchers for completeness and accuracy.

  • Provide education and consultation to the DMH inspection team regarding the special concerns identified in evaluating psychiatric services within a segregated correctional setting.

  • Develop standards for the provision of psychiatric services and treatment to inmates confined to DOC segregated units.

  • Develop protocols for the assessment of psychiatric treatment to inmates confined to DOC segregated units.

  • Prepare and submit quarterly reports summarizing all activities of the inspection team, identifying the segregated units inspected during the reporting period and specifying the amount of time spent in each of the following areas: (a) developing standards; (b) developing protocols; (c) on-site inspections; (d) follow-up on-site inspections, if requested; (e) report drafting or reviewing; (f) inspection team education or consultation; and (f) other.

  • Perform other related duties as directed by the Manager for Community and Correctional Forensic Programs.

Preferred Qualifications:

  • Three years of experience preparing and/or conducting health care surveys (e.g. Joint Commission; CMS; ACA).

  • Given the population served, bilingual or multilingual fluency.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have (A) at least three years of full-time, or equivalent part-time, experience as a registered nurse in a recognized hospital, clinic or medical facility, and (B) of which at least one year must have been in a supervisory, administrative, or managerial capacity and (C) three years of full-time, or equivalent part-time experience as an inspector of health care facilities/services or (D) any equivalent combination of the required experience and the substitutions below.


I. A Bachelor's degree with a major in nursing may be substituted for a maximum of one year of the required (A) experience.*

II. A Graduate degree with a major in nursing may be substituted for a maximum of two years of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
