Job Description:

The purpose of this work is to process and review background record check (BRC) information and related documentation. The Background Check Specialist II is responsible for screening applicants for employment in EEC licensed, approved, and funded programs, and apply EEC’s regulatory criteria to determine an applicant’s suitability to work in a position within EEC licensed, approved and funded programs. The Background Check Specialist II works within various information technology (IT) systems and inputs decisions after analyzing relevant information.

Duties Include:

Utilize the Department’s existing IT and soon to be released IT systems to process and review BRC results including: criminal offender record information (CORI), supported findings of abuse or neglect within the central registry of the Department of Children and Families (DCF), sex offender registry information (SORI), and fingerprint-based checks of state and national criminal databases. Additional checks are expected to be implemented within the next year or two and may be required by the Department in the future.

Upon receipt of the BRC information, the BRC Specialist determines applicants’ eligibility by reviewing adverse criminal and child welfare information, and sending appropriate correspondence to the applicant and the requesting program by reviewing applicants’ BRC results and applying criteria outlined in EEC’s BRC regulations.

The Background Check Specialist II investigates and obtains documentation utilized to determine an individual’s suitability for employment in EEC licensed, approved or funded programs. Such documentation may include police reports, court dockets, evidence of rehabilitation, probation information, out of state documentation, and all additional relevant information. He/she is also responsible for reviewing documentation and information received from or on behalf of BRC applicants who have BRC findings and are applying for approval through EEC.

The Background Check Specialist II will be responsible for approving or denying a BRC applicant's request to work in a positions within the oversight of the Department and must complete written rationales and recommendations on whether an applicant is suitable after consultation with EEC's attorneys, licensing, and BRC supervisory staff. He/she is responsible for making recommendations are based upon the applicants’ BRC findings utilizing the criteria outlined in EEC's statute, regulations, policies and procedures and additional information submitted by the applicants for consideration.

The Background Check Specialist II will work closely with regional office staff to share information and facilitate completion of the BRC process. He/she will redact review all adverse information and disseminate adverse information in accordance with EEC’s regulations, policies, and procedures.

The Background Check Specialist II will provide technical assistance to EEC licensed programs, EEC staff and BRC applicants regarding the application of EEC’s BRC regulations, policies and procedures. He/she will provide technical assistance to EEC’s licensed, funded and/or approved programs, EEC staff and BRC applicants regarding reading and understanding BRC reports and will assist with drafting trainings, policies, procedures, and communications as needed. He/she will also respond to inquiries regarding BRC issues from EEC stakeholders to ensure appropriate resolution and follow-up.

The Background Check Specialist II will assist with general administrative support to the BRC unit, such as opening mail, data-entering information, answering phone calls, filing, and working on special projects as assigned by his/her supervisor and manager.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
