The Edith Nourse Rogers Memorial (ENRM) Veterans Hospital serves over 18,000 veterans annually throughout the state of Massachusetts, New Hampshire and surrounding states and is affiliated with the Boston University School of Medicine. In addition to our mission of Primary Care, Mental Health and Long Term Care, we offer specialized medical care programs such as: Substance Abuse, Mental Health Intensive Case Management, Psychosocial Rehabilitation and Recovery Center, Veterans Resource and Recovery Center, Comprehensive Work Therapy Program, Palliative Care, Geriatrics and Extended Care, and Home-Based Primary Care.

In addition to the main facility in Bedford, services are offered at three community-based outpatient clinics located in Gloucester, Haverhill, and Lynn, Massachusetts.

The hospital is currently authorized 461 Hospital Beds: 304 Community Living Beds, 50 Domiciliary Beds, 65 Hospital Beds, and 42 Transitional Housing Beds.

Duties

The Performance Improvement Specialist RN is assigned to Performance Management service of the Edith Nourse Rogers Memorial Hospital in Bedford, Massachusetts. The incumbent is a professional nurse who will provide leadership in the application of the nursing process to client care, organizational processes and/or systems, improving outcomes at the program or service level. The duties of this position include but not limited to:

  • educates, implement and maintains VA and JCAHO standards as well as federal and state regulations related to performance improvement activities;
  • contributes to the development of policies, procedures and/or clinical guidelines for the medical center;
  • serves as a clinical leader & teacher to staff throughout the facility;
  • contributes results of performance improvement data and recommends program changes;
  • participates in management boards and service lines by providing information that impact decision on utilization of program resources;
  • monitors the overall performance improvement programs for compliance with policies and patterns and/or trends based on current standard and regulations'
  • initiates and leads interdisciplinary groups in addressing performance improvement activities to improve patient outcomes and quality of care;
  • initiates and identification, analysis, development, and/or implementation of an activity that will improve the quality/delivery of patient care across the continuum of an integrated health care delivery system;
  • provides support, applies performance improvement tools in data collection, and identifies barriers to the achievement of performance improvement;
  • collaborates and assists work groups with implement new concepts based on research and/or CQI activities.

Qualifications

BASIC REQUIREMENTS:

  • U.S. Citizenship
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.
  • The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

*Grade Determinations: *The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:

  • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
  • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; ORa Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
  • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; ORa Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and approximately 2-3 years of nursing practice/experience.

Preferred Experience: One year in Quality Management, Accreditation/Regulatory Management is strongly preferred. Green/black Belt desired but not required - willing to train within 1 year of hire.

Physical Requirements: Heavy lifting (45 lbs and over); heavy carrying (45 lbs and over); straight pulling; pushing; reaching above shoulder; use of fingers; both hands required; walking (up to 6 hours): standing (up to 6 hours); kneeling (up to 2 hours); repeated bending (up to 4 hours): both legs required; ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16"; far vision correctable in one eye to 20/20 and to 20/40 in the other; ability to distinguish basic colors; hearing (aid permitted); emotional stability; intelligible speech. The incumbent must be mature, flexible, sensible individual capable of working effectively in potentially stressful situations and able to shift priorities based on individual needs.

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
